The Collapse of the 28-Article Peace Proposal for Ukraine: Why Peace Negotiations Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the tension sparked by the announcement of a new comprehensive peace framework for achieving ceasefire appeared – briefly – to have been defused. A senior US official spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its retaliation: another massive barrage of missile and drone strikes on Kyiv.

The Pattern of Negotiation and Warfare

The chain of conflicting incidents captured the bleak nature of the outgoing year. By day, diplomatic battles are conducted: positive announcements are delivered from various governments. Immense energy is devoted on containing particular approaches. By night, the Kremlin clearly shows the world that, for them, conflict continues to be the key method for achieving "peace".

Nocturnal Warfare

As the offensive developed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was exposed. Ukraine is equipped to monitor missile launches from Russian territory, a capacity provided through current data. From witness perspectives, defense planes that had been scrambled to counter approaching aerial threats streaked across the sky – advanced fighter aircraft supplied to Ukraine by NATO members.

Moments later, Kyiv's missile defense thundered: several firings fired to intercept a Russian ballistic missile. This was a advanced protection mechanism at work, probably provided by Western nations. Every firing shakes the surroundings, rattling buildings. The moment of terror quickly transforms into resigned acknowledgment: maybe the incoming missile won't cause damage this time, preventing destruction from catastrophe and further power outages.

Ongoing Risks

Following this, a heavy machine gun fired at a unmanned aircraft in the vicinity, part of a defensive team – probably allied-provided weaponry. Sadly, the bullets missed the enemy aircraft – it continued its flight toward its target.

Periodically, this persisted until dawn. Kyiv greeted the daybreak reports: multiple fatalities, destruction and utility failures in many homes as a result of the night's assault. As always, everyone still went about their day – enduring hostilities. But those entire period illustrated Ukraine's essential dependence on external assistance – a dependence that European nations are clearly incapable to replace in the short term.

Ineffective Peace Efforts

The detailed framework from Washington provoked deep reactions, controversy and profound anxiety – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and bilateral conferences.

Every new approach from Washington adheres to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They manage the tension but never actually win the battle. This trend will, no doubt, persist.

Tactical Assessments

It is easy to blame specific actors of consistently pushing Moscow's conditions. But that does not seem to be the whole story. American leadership works based on a assumption well known to international relations experts: you cannot achieve through diplomacy what you have lost on the battlefield. The White House presumes that it is impossible to pressure the Kremlin to relinquish the areas that it presently holds in Ukraine's southern or eastern regions.

The issue is that while accepting these circumstances, Washington does little to discourage Russia, through words or deeds, from thinking that the status quo will not evolve additionally in its favour in the coming year.

Divergent Views

Therefore, the Kremlin is confident that duration works to their advantage – that Ukraine and its partners are nearing depletion. Their motivation to accept conditions that does not give them the largest achievable advantage is almost completely absent. There may be multiple initiatives to achieve ceasefire, but they will continue as long as Russia's leader remains completely certain in the conclusion.

On the contrary, Kyiv believes that Ukraine can still persist, progressively conceding civilians and areas but avoiding a entire defensive failure until conditions improve in its favour.

Existing Situation

Factually, there are no genuine requirements for a truce. Now, individual motivations are coming into play: personal goals to broker a ceasefire and achieve global acclaim, and the government's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the country's interests against any proposal Kyiv finds unacceptable, so that their focus does not shift toward domestic problems. And although their mission will now be considerably more difficult after current events, it remains highly unlikely that this will alter their fundamental strategy.

These two forces are driving the talks.

Conclusion and Outlook

It took a only one week to terminate the suggested clauses of the latest plan. Forceful and unpredictable management of the matter by American leadership, opposition by Ukraine and the other European countries, along with pacifying measures of diplomats, and finally, current information leaks, all did their job.

While new proposals based on old ideas are approaching, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are rooted in Kremlin requirements and show certain reluctance to modify developments, if they remain united and strengthen their defence capabilities at a much faster pace. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the predictable period, largely rely on sustained allied backing.
